The Agenda – March 19, 2024

The House and Senate will reconvene on Tuesday, March 19, 2024, at 2:00 PM. The House is voting on some pretty substantive legislation today, but it would have been even more substantive if they did not remove one bill from the agenda this morning.

Senate Bill 3, which is the Constitutional Amendment to eliminate all the absentee ballot restrictions that exist in the Delaware Constitution that prevent no excuse mail voting, was on the agenda yesterday. It was yanked from the agenda this morning. Perhaps there have been some developments in negiations with Republicans.

This bill was amended at the end of February to include explicit language allowing early voting in Delaware, to great fanfare, but now that amendment has been stricken to little fanfare. Does that mean that there has been a grand bargain where Repubicans have agreed to vote for SB 3 in exchange for Democrats voting for the Republican Constitutional Amendment on early voting?

You would only put Senate Bill 3 on the agenda if you had some kind of deal, otherwise the bill fails because it needs two Republican votes to pass because it needs a two thirds majority vote as a constitutional amendment.

So stay tuned.
