Representative Larry Lambert has introduced a great labor bill in House Bill 435, the Community Workforce Agreement Act. It requires that all large public works construction projects, utilizing state funds, are to be governed by a Community Workforce Agreement with labor organizations engaged in the construction industry to provide structure and stability and promote efficient completion.
With over a billion dollars in infrastructure spending coming into Delaware over the next few years, this bill will secure more good-paying union jobs through large projects and apprenticeship programs, and it will also give historically underrepresented people of color, women, and those from disadvantaged communities priority in referral, training, and placement.
The bill was released out of the Labor Committee on Tuesday, but it still faces an uphill climb given that it appears that Governor Corporate Carney opposes it. So we need everyone to contact their legislators to support the bill. It is good that the bill has some great legislators sponsoring the bill.
