DelTech Infrastructure Bill Sent to Governor

SB50(S2) passed the House last week 40-1 with Representative Jeff Spiegleman voting “C.” What does “C” mean? A not voting vote is typically indicated by an “X” on the General Assembly website. If you are absent, that is indicated by an “A.” Is a “C” a “Present” vote? And if that is the case, why isn’t it a “P?”

But I digress. SB50 directly allocates to the Delaware Technical and Community College system $10 million per year over the next five years to address its maintenance needs. The bill would also gives DelTech bonding authority to raise funds through the issuance of bonds, but the institution does not intend to use it in the near future and lacks the necessary revenue stream to do so, according to state and college officials.
