Governor John Carney will be giving his third State of the State Address to a joint session of the General Assembly today at 2 pm. He will lay out his policy agenda for the coming year, and hopefully he will support the full legalization of marijuana, the passage of a military assault weapon ban, expansion of voting rights, and a new tax bracket and rate for the wealthiest Delawareans.
