Yeah, a private citizen who just wants to defend his home or property or just wants to hunt doesn’t need 100 round or more magazines. The only person needs that is a terrorist, or a criminal intent on killing as many people as possible very quickly. HB375 would prohibit the manufacture, sale, purchase, transfer, or delivery of large-capacity magazines in Delaware. Large capacity magazines are defined in the bill as those that can accept more than 10 rounds. The law will have a grandfather clause for those who currently possess such large magazines, and will allow them to continue to use those magazines either on their private land or at a shooting range. A violation of this Act is a class A misdemeanor for a first offense and a class G felony for any subsequent offense.
