Representative Joe Miro is sponsoring HB320, a bill that will lower the blood alcohol content requirement for driving under the influence from .08 to .05. Now, I oppose drunk driving and of course any law that makes it illegal and treats drunk drivers harshly. I am just wondering how lower can we go? I guess .00. But I think having just one beer puts you at 0.05. If this passes, I encourage everyone to buy that app and accessory for your phone that tests your blood alcohol level. You will literally have to do it to make sure that glass of win at dinner doesn’t put you over.

HB323 seems like a pushback against the various plans to use settlement monies for specific projects, like protecting at-risk kids and opioid drug treatments. This bill, sponsored by John Kowalko and co-sponsored by Republican Greg Lavelle, would “reaffirm” established law by making clear that funds received by the State or a State agency from settlements or other final orders or judgments, other than those funds awarded specifically to a party or consumer or as attorneys’ fees, or explicitly directed otherwise by law, are to be deposited to the General Fund and may not be transferred or expended until the funds are appropriated by the General Assembly.

Representative Deborah Hudson’s HB315, which would requires all statewide and local candidates to disclose whether they have filed and paid all their state and federal income taxes and property taxes, would be a good accompaniement to Senator Bryan Townsend’s SB28, wich requires the production of filed tax returns by Presidential Candidates in order for their names to appear on Delaware’s ballot.
